Empowering Communities to Measure What Matters

At Galli Galli, we believe that meaningful change begins with informed citizens. Our Citizen-led Assessment (CLA) initiatives put the power of data in the hands of everyday people—volunteers from local communities—who assess learning outcomes and public service delivery to drive evidence-based decision-making. Citizen-led means that all activities are conducted by common citizens. These citizens, usually volunteers, take the opportunity to connect with communities across the country and gather data that can help learning better. Citizen-led Assessment is a grassroots methodology that engages volunteers to evaluate foundational literacy and numeracy skills of children aged 5 to 16. These assessments are conducted door-to-door at the household level, ensuring inclusivity and community ownership. In Nepal, Galli Galli has been able to mobilze more than 25000 citizen volunteers since its inception till the end of July 2025. Our flagship initiative, ASER Nepal (Annual Status of Education Report), is part of a global movement under the People’s Action for Learning (PAL) Network, which spans 14 countries across the Global South.

ASER in Nepal

The Annual Status of Education Report in Nepal (ASER Nepal)

The survey, like its peers worldwide, will provide invaluable data on the basic ability of children (aged 5-16 years) in Nepal with regards to their ability to read and do basic math at 3rd-grade level. ASER Nepal also conducts additional studies to add to the findings of the ASER. In particular, ASER Nepal is deeply interested in generating more data about the learning of skills and digital literacy.

The Annual Status of Education Report (ASER) Nepal is a citizen-led assessment initiative that measures foundational literacy and numeracy among children aged 5 to 16 across Nepal. ASER is citizen-led because it is a way for all of us, especially youth who become volunteers in this initiative, to engage in making the education system better for everyone, though technical people design its methods. The ASER Nepal survey has been piloted in one district in 2016, in one municipality in 2017-18, and in one province in 2019. Conducted at the household level by trained volunteers, ASER provides a grassroots view of learning outcomes, helping communities and policymakers make informed decisions
